颱風動態╱暴風圈下午觸岸　山區嚴防瞬間劇烈雨 Jul 12th 2013, 05:19 〔記者甘偉中╱台北報導〕 中度颱風蘇力12時左右位於宜蘭東南東方約400公里之海面上，以每小時23公里速度向西北西進行，暴風圈正逐漸進入臺灣東部，預計中午前後觸碰100公里近海，下午到傍晚觸碰東半部海岸。
